TNG is the best. I am more convinced every day that there will never be a show as good - of any genre. The acting was just too good, the writing was just too good, the characters were the best, and it was smarter than anything else on television since or afterwards; unlike any other show out there, a huge chunk of watching it was the experience of contemplating the philisophical/cerebral questions that were posed, and so your own thought process become as integral to the show as the plot or characters. Very unique. It also had the benefit of being in the window right before digital effects took over and homogenized everything, which meant they had to do ridiculously creative shit on a minimal budget and technology; this ended up giving a genuine feeling whereas the overly digital shit nowadays is in many ways as artificial and cheesy as original Star Trek series special effects.
DS9 did get awesome after a while, and the storylines WERE darker and more lengthy, but the actors/characters were never really quite where TNG was with Shakesperean actors like Sirtis/Spiner/Stewart/etc - and the fact is TNG's uplifting nature was not a liability but an asset, because it was seeking uplifting truth after not shying away from the hardest questions in great conflicts (that's not easy stuff to write or to make ring true onsceen; it can fail or fall flat even more easily than dark drama). I consider DS9 a great show considering how much it improved after a couple seasons, but there is no comparison to TNG, which I don't think anything will ever touch. Too bad the TNG movies were such incredible disappointments.
