Well, I've been dealing with his loud mouth for two years now. You want to beat your kids, do it quietly. Luckily I am home today and not at work. Well, out of no where water starts dripping from my ceiling then starts coming down like a river. This is not the first time, but it is is the worst. My ceiling is ruined and I want blood. What should I do?

i'd go up there and give him an earfull. then i'd call the landlord to get his dumbass evicted. Then call DSS to get his kids taken away (God knows they'll get there well before your landlord gets around to tossing the guy out). Then a month later when you're on mass ave about to pull onto 93 and you see him stumble over to your car and jingle a Wendy's cup half full of change at your window, and you realize he's hit rock bottom...
