Posting this just because all these other threads are dog shit. Joe Murray, creator of Rocko's Modern Life did an Ask Me Anything on Reddit. He admits that the Wacky Deli episode was actually an autobiographical story about him trying to get fired from Nickelodeon.

I have a couple friends who have been raving about the Nick Oral History book. If I ever have time to read again I'll get to it.

Does it explain David the Gnome's anger issues?
