I would say that this has been going on for about 60 years... Of course on one level, there have always been psychological manipulation involved in war, but the formal study of this process, especially in the mass media era, really matured with the work of Josef Goebbels and Edward Bernays. The Guatamalan coup/counter-revolution is a notable early example, a real triumph for Bernays, who, on behalf of United Fruit and the CIA, was able to bring the liberal establishment around to the ridiculous premise that the mild nationalist democratic Arbenz government was actually Communist.
