the fact that it's completely okay for a cop to do this without a warrant is the only scary thing about. if it has to be warranted I could give two shits, but this ruling essentially allows any cop in the western USA to place a gps on any vehicle they want and track it. this opens up opportunities for domestic espionage against ANYONE for ANY REASON regardless of warrant.
