Flash animations, animated gifs and videos are choppy as fuck and slow my computer down, but only when they're on the internet. This has happened on several different internet connections. What can I do to rectify this situation? I already tried deleting my system32 folder but it didn't work. :(

try deleting and reinstalling your nic(network interface card) drivers or your mobo drivers.

basically, you have too much shit on your computer and have a browser that is going crazy cause of it.
mac/linux: open term and type "top"
wins: open task manager

then open your browser and you will see it spike. It being the process of the browser.

I would just reinstall the OS or install another browser.
You can try clearing out your caches/etc...
but in the end, it's probably a plug in or codec.
You can try killing off plug ins.
