Rusty and I beat our heads against a wall looking for people using Craigslist, Facebook, MySpace, and RttP.

What's another option?

make a flyer in black pen using the WORST possible handwriting and grammar.
say your influences are hard rock, mudvayne, pantera.
make sure you cross out a few words on there to make it look dirty.
say you want to practice 3 times a week and "no addicts"
tell them to call Bob at 346-234-23

hang it up at every 2nd hand music store.
i see this all the fucking time.

When all else fails, full Internet search.

It's the only reason we ever met our singer/bassist in 2001, otherwise we wouldn't have found her.

Start with some good keywords in a search engine, which will take you to online bulletin boards for musicians, and you'll have to search through an interminable amount of shit to find anything useful, but if you're willing to take the time (a few six hour days in my experience), you may find your needle in a haystack. Through searching online I found our singer with a single message board post in some obscure place, turned out to be the only posting she ever left, but I happened to find it because I kept at it.
