He removed the protections on them allowing them to be exempt of the freedom of information act, basically we can't keep records on them and the public can't learn anything about what they do. Basically he has given them the power to become tyrannical... The scariest thing about it is that our servicemen can be arrested on American soil and brought for war crimes, which may or may not be true.
